Public Bidding of the Strategic Planning

For DANXIA Mountain's Tourist Development

Danxia Mountain is located in the northeast suburb of Shaoguan City, GuangdonDanxia Mountain's Touristg Province with a total area of 290 square kilometers. Being made up of red grit rock, Danxia Mountain is characterized by the red steep cliffs similar to many layers of red walls and pieces of rosy clouds. Because the Mountain is red like cinnabar and bright like sunrays, ancient people named it Danxia Mountain meaning "the red rays of the sun" in Chinese word. There are more than 600 stone hills, stone walls and stone bridges with different sizes, shapes and heights. Since the various-sized and well-portioned rocks make Danxia Mountain into a sculpture garden of red diamonds, Danxia Mountain is called as "Red Stone Park of China" and "the First Wonderful Mountain in South China (Ling Nan)". Now Danxia Mountain is granted as National Scenic Spot, National Natural Protection Zone for Geology and Geomorphology in China, National Geologic Park of China, and Grade AAAA National Tourist Spot. It is also the origin for the name of "Danxia Landform" all over the world.
In order to perfect Danxia Mountain's tourist development, promote tourist industry in Shaoguan City and Guangdong Province, make the best use of and protect Danxia Mountain's ecological tourist value, rationally develop and take the advantage of scenic resources, and play geographical advantage into full play, the Tourism Bureau of Guangdong Province and the Municipal Government of Shaoguan City have decided to compile the Strategic Planning for Danxia Mountain's Tourist Development. Now the public bidding for the Planning has formally started, and all the international and domestic organizations of tourist planning and designing are welcome to participate in this bidding.

1. Spatial Scope and Main Contents
The spatial scope of the Planning is the whole Danxia Mountain Scenic Area with the total area of 290 square kilometers. The main contents of the Planning includes: With the prerequisite of actively and effectively protecting the scenic resources, integrating the tourist resources of Danxia Mountain Area and its surrounding areas according to the involved national laws, regulations and requirements to the development and planning of Scenic Spots, Natural Protection Zones, Geological Parks and Tourist Areas. Thoroughly studying the conditions of tourist development guided by the advanced international and domestic tourist development and planning ideology. Giving prominence to the theme of ecological tourism, and merging the local cultural characteristics at the same time. The planning should focus upon the comprehensive strategy of Danxia tourist development, and put forward the corresponding strategies of tourist trademark, marketing and comprehensive countermeasures, so as to supply the scientific guidance for the long-term use of the tourist resources and for the social, economic and environmental sustainable development in Danxia Mountain Area.

2. Requirements to the Planning Organizations
Planning and designing organizations (institutes and centers) with the A qualification for tourist planning in China.
Planning and designing organization being in charge of the planning of large-scale
Scenic Spots or Tourist Areas, and having achieved splendid accomplishments in the field of tourist research projects
Foreign organizations having obtained the qualification for the planning and designing of Scenic Areas, Gardens, and Tourist Areas in China, and having the corresponding accomplishments and capability.
The foreign or domestic organizations or companies having the experiences for the development, construction, management of the Scenic Spots or Tourist Areas, and having investment capability of and intention to the tourist development of Danxia Mountain, can participate in the bidding in the way of organizing the joint group with the planning and designing organizations obtaining the tourist planning and designing qualification

3. Procedure for the bidding
July 1-30, 2003, Organizations participating in the bidding sign up their names. The final date is the 16:00pm, July 30, 2003.
August 1-5, 2003, the organizer examines the qualification of the planning organizations, and determines the list of the planning organizations for the bidding.
August 6-10, 2003, the organizer sends out the documents to the planning organizations on the list.
August 15-20, 2003, the organizer invites the planning organizations to participate in the field investigation into Danxia Mountain Area.
August 20-September 20, 2003, according to the requirements of the bidding documents, the planning organizations prepare their bidding plan, and submit the closed plan to the Leading Group's Office for the Strategic Planning of Danxia Mountain's Tourist Development. The final date is 16:00pm, September 20, 2003.
September 25-30, 2003, the organizer holds a special meeting to assess the bidding plans, and then determines the 4 chosen planning organizations to compile the Strategic Planning for Danxia Mountain's Tourist Development.

4. Materials Provided by the Planning Organizations for their Name's Signing up
A copy of the organization's planning qualification.
A simplified copy (or copies) of the planning documents for the Scenic Spots or Tourist Areas, assessment conclusions and main research accomplishment for some tourist projects (brief introduction).
Resumes of the persons in charge of and participating in the planning. All the persons on the list are required to actually take part in the planning work.
Written application material signed by the planning organization's legal representative and the brief introduction to the panning organization.
Contacting ways, persons and address of the planning organization's permanent office.
