National Tourism Working Conference 2011 held in Beijing

On the morning of January 18, 2011, the National Tourism Working Conference was unveiled in the Conference Center of Beijing International Hotel. The main tasks of the conference are: to implement the Fifth Plenary Session of the Seventeenth National Congress of CPC and the China's Central Economic Work Conference, to review and sum up the development of national tourism industry during the "Eleventh Five-Year Plan" period, analysis, to study the development trend and tasks of the tourism industry during "12th Five-Year Plan" period tourism, and to arrange the work priorities in 2011.

 

Shao Qiwei, Chairman of China National Tourism Administration (CNTA), attended the conference and delivered a work report. Among over 200 attendees to the conference, there were Wang Zhifa, Du Jiang, Zhu Shanzhong, vice chairmen of CNTA; Liu Jinping, party member, chief of discipline inspection; Wu Wenxue, head of Department of Planning and Finance; representatives from central ministries and committees including General Office of the State Council, Organization Department of the CPC Central Committee, State Commission for Public Sector Reform, National Audit Office, Development and Reform Committee, and Ministry of Finance; principals of tourism bureaus (committees) of provinces, autonomous regions, municipalities, Xinjiang Production and Construction Corps, cities specifically designated in the state plan, and sub-provincial cities; principals of tourism bureaus (committees) of tourism cities; some leaders with specific duties of governments of prefecture-level cities; representatives from national archipelago resorts; representatives from tourism enterprises, tourism educational institutions, and tourism associations and principals of departments, divisions, subordinate units, and overseas offices of CNTA.

 

The conference reviewed the work and achievements in 2010. In 2010, under the correct leadership of the CPC Central Committee and the State Council, with the great support from committees and governments at all levels and all authorities concerned, and joint efforts throughout the national tourism industry, new progresses had been made for each task and a steady and faster development of tourism industry had been maintained. First, the complete implementation of Document GF No. 41 had enabled the new situation of the development of national tourism industry; Second, great efforts had been made to enable further reform and innovation in the tourism industry while new measures to boost the scientific development of the tourism industry had been taken; Third, the central government’s focused arrangement had been followed while important tasks including tourism of the World Expo Shanghai 2010 having been earnestly accomplished. In 2010, China's three major markets of tourism industry had enjoyed full recovery and rapid growth. The number of domestic tourists reached 2.1 billion, an increase of 10.6% against the previous year; domestic tourism income reached RMB 1.26 trillion, marking an increase of 23.5%; the number of inbound tourist reached 134 million, marking an increase of 5.8%; the number of inbound overnight tourists reached 55.66 million, marking an increase of 9.4%; tourism foreign exchange earnings reached USD 45.8 billion, marking an increase of 15.5%; the number of outbound tourists reached 57.39 million, marking an increase of 20.4%; total income of the national tourism industry reached RMB 1.57 trillion, marking an increase of 21.7%.

 

The situation and tasks of the development of the tourism industry were analyzed at the conference. The 12th Five-Year Plan period is the crucial phase for building a well-off society in an all-round way, further implementing the Reform and Opening-up, and accelerating the transformation of economic development mode. It is also the golden period for fostering China’s tourism industry as a strategic pillar industry and establishing more satisfactory modern service industry. The development of tourism industry enjoys many advantages and faces new challenges. Authorities in charge of tourism at all levels and the national tourism industry should optimize the development environment in an all-around manner, vigorously develop the development opportunities, and accelerate the transformation of development mode. By 2015, the domestic tourism population should reach 3.3 billion, the number of inbound overnight tourists should reach 66.3 million, the number of outbound overnight tourists should reach 83.75 million, and the total income from tourism should reach RMB 2.3 trillion. Annual increase of the number of direct employment in the tourism industry should reach 700 thousand while the total number of direct employment directly in the tourism industry should reach15.25 million by 2015.
