The 2017 National Tourism Work Conference held in Changsha

March towards the new goals of tourism development by actively implementing the “Three Step” strategy

The 2017 National Tourism Work Conference, held in Changsha on January 12, honored the instructions made by President Xi Jinping in a series of important speeches and the major deployments made by the CPC since its 18th National Congress, summarized the national tourism work since the implementation of the “515 Strategy” as required by the Central Economic Work Conference and the inter-ministerial conference on tourism work, analyzed the development trend, propelled the development of the tourism industry in the 13th Five-Year Plan period and specified the goal and direction of development. It laid down the central task for the year of 2017 as “to accelerate the transition from extensive tourism development to comparatively intensive development” and deployed 15 key actions for the upcoming year.

The meeting was attended and addressed by Hunan governor Xu Dazhe and at the meeting, CNTA chairman Li Jinzao delivered a work report entitled “March towards the New Goals of Tourism Development by Actively Implementing the ‘Three Step’ strategy.”

According to Li, the Chinese tourism industry is still extensive, heavily dependent on resources and we need to carry out the “Three Step” strategy in order to rank among tourism superpowers in the world. First, we need to abandon extensive development for comparatively intensive development (2015-2020); second, we need to elevate comparatively intensive development to highly intensive development (2021-2030); third, we shall grow into a tourism superpower characterized by highly intensive development (2031-2040).

To this end, Li demands full efforts in promoting holistic tourism and launching 15 key actions and 42 key measures in 2017, including: vigorously implementing the 13th Five-Year Plan on Tourism Development to effectively leverage its role as a programmatic document; promoting the development of holistic tourism and deepening the reform of the comprehensive tourism system; advancing the “tourism+” action, and deepening the structural reform of the supply side; furthering the Toilet Revolution and improving the public service system; extending rural tourism and fully tapping tourism’s potential in reducing poverty and enriching the people; expanding tourism investment and consumption and fostering and growing the new momentum for tourism development; striving to regulate the tourism market order and correct uncivilized tourist behaviors, and continuing to optimize the tourism consumption environment; deepening the reform of management systems for tour guides and travel agencies, and strengthening the growth impetus; extending tourism diplomacy and tourism promotion, and building up the image of “Beautiful China” as a tourist destination; deepening tourism cooperation with Hong Kong, Macao and Taiwan; extending red tourism and improving its benefits and quality; strengthening the construction of the tourism data center and better applying information technologies to tourism; extending theoretical research and striving to improve the competencies of tourism professionals; creating a favorable environment through media reports and publicity; and strengthening the leadership of the Party and firmly establishing “four consciousnesses.”

Li said, “Implementing the ‘Three Step’ strategy and developing holistic tourism are a new long march in the tourism sector, an arduous yet honorable mission. We shall stand behind the CPC Central Committee, with General Secretary Xi Jinping as the core, ideologically, politically and in our actions, carry forward the spirit of the Long March, earnestly study the instructions made by General Secretary Xi in a series of important speeches, deeply implement the key deployments of the CPC since its 18th National Congress and decisions made by the Central Economic Work Conference, shoulder our responsibilities and be enterprising to implement the ‘515 Strategy’, promote the sustained, healthy development of the tourism industry and pave the way for the 19th CPC National Congress.”
